While in no way, shape, or form a member of Team Necro, he currently lives in Ecli City and has an interest in the legends based around the Alpha Pokemon; Arceus. He originally hails from the Ransei Region as a traveling vagabond that deals in studying legends of pokemon evolution and Warrior Transformation, he left the region to peddle his info on these phenominon, then returned to study the legends of Arceus and his knowledge on said pokemon is is extensive from the myths in Sinnoh.
Even Now, Ryuusei prefers to keep the information of Arceus to himself, only imparting the existance of such a pokemon in Ransei. only willing to part with the whole sale knowledge of his research to those pure of heart to undertake the challenge of meeting the Alpha Pokemon in person. He deeply respects a certain warlord in the Ransei Region going by the name of Nobunaga, but this respect is through friendly rivalry rather than friendship because of the legend of Arceus. He flat-out refuses to give Team Necro this information, for he shows his deep resentment in their existance to the point of showing the secret side of himself.
Deep down in his core, whenever he is face to face with a member of Team Necro, Ryuusei is a psychopath with a sadistic streak, not only taunting them, but licking his lips as though tasting the air the way a snake flicks its tongue, and even humiliating them in the process of his racing them. He even shows this resentment even more so if the Team Necro Members are new recruits, to which point he whole heartedly tells them that they are too weak for the track.

Ryuusei Von Dragmire was born to unknown parents, both of them were traveling vagabonds that dealt in information and assassination. On the whole, when Ryuusei was born, they hid themselves away in the nation of Dragor in the Ransei Region, they were formidible in the gathering of information and were of great asset to Nobunaga, who was able to get the information of the legend of Ransei thus preparing his army for the conquest of the region.
One fateful day, a day that lived in infamy and scarred Ryuusei for life, He woke up on his 10th birthday to find out that his parents had been killed while out gethering information on a certain pokemon, and was handed the notes that were written by them before they died, taking them, he read the notes and discovered that they were about the Alpha Pokemon; Arceus. Ryuusei then found out that he was also a target from the same person who had killed his parents, and fearing for his life, went into hiding in the mountains, there he found the solitude to study more on Arceus, and of Pokemon and the Warriors that used them, the only pokemon that he had ever befreinded was a lone Deino, and Ryuusei developed an extremely deep connection that lasted untill the day it died. this is how Ryuusei got into knowing a bit about pokemon, and it only fueled his desire to learn more... by day he would travel Ransei to study Warriors and their pokemon, and by night he would be cooped up in his mountain home writing his research notes, leaving the mountain area only to visit his parents grave.
when he turned 15, Ryuusei became a well known information dealer and a researcher of subjects like pokemon. Even notorious people like Evice and Greevile envied his knowledge, and sought him out to give him even more information, which he added to his collectionbut when these two men were eventually apprehended by the authorities in the region that was their home, Ryuusei continued to gain notority in information. One day, on his 16th birthday, something exciting happened, Nobunaga had been defeated by a lone warlord from the nation of Aurora, this lone warlord and Nobunaga's sister; Oichi, managed to put an end to Nobunaga's conquest of Ransei, uniting all nations and meeting Arceus, Ryuusei had peddeled all pokemon Evolution and Warrior Transformation info at that time, and continued his research on Arceus. The only thing Ryuusei could not stave off was the feeling of being watched by his parents unseen killer, and at the moment, he had no idea who that person was, until that night while he visited his parents grave, the unseen assassin appeared and struck, nearly killing Ryuusei, who managed to dodge but got grazed on the shoulder in the process of doing so, fearing that it might be the end of him, Ryuusei and his assailent charged at each other, what became of this battle between the two men, nobody knew, but at its end only one man stood alone in the graveyard, the assassin dead from a brutal attack that marked Ryuusei as a criminal in the assassin world and at this point, Ryuusei took all of his research and fled from Ransei.
Ryuusei was now a wanted man when he turned 25, having nowhere else to go, he joined up with a circus troupe traveling the world, and there he stayed, the troupe dared not inquire about his past, for they treated him with respect for the Warrior Transformation Info he sold them, they had Ryuusei work for them as a clown, where he eventually got used to the idea of performing for entertainment, all the while he managed to keep 2 steps ahead of his pursuers, often being hidden in various disguises, such as a black Organization XIII coat, Rugal Bernstine's formal attire, and even disguised as Relius Clover for pete's sake, when he finally eluded pursuit all the way to Varaia, he was 27 when they got there, he performed one last time, this time as the clothing fit the mood, he performed in a costume that he officially wears, his 'Demon Lord Ghirahim' circus attire, though he keeps the other costumes to mask his appearence to elude assassination from his pursuers, who find it harder to find him because they have only the information notority to go by. he now lives in Ecli City, where he has continued his research into Arceus ever since.
While he has his professional following of research, Ryuusei has taken up Racing, when he was a Ransei, he taught his old friend; a Deino, how to compete, but when that pokemon died on him{due to not fending for itself}, Ryuusei took it upon himself to find a more suitable partner, the drawback before all this was the unseen killer of his parents, which landed him as a fugitive upon defeating his would-be assassin, He trained himself while he traveled with the traveling circus troupe, learning a fair modicum of parlor tricks and magic acts, while he is no magician, or a rocket scientist he has proven himself to be formidible with pokemon of high defence and endurance. While his house indeed is in Ecli City, he knows that staying in the same place for more than one week would attract unwanted company; such as assassins, or members of an unwelcome group{Team Necro}. So he travels a lot, and is not fond of having interference from both. He travels to Dust Town by moped for reasons he himself knows, and never reveals his full identity to anyone for a replacement pokemon greater than the Deino he once had. thus his strange and mysterious intentions of being a Racer will come to fruition, he even aims for the championship as the appropriate challenge, and commentary as a side-job.
