A brief introduction to breeding was given in our Character Track guide, but there's a lot more to it than that. Here you will get the specifics of Varaia's breeding program and all that it entails.
In order to take the test properly, new Breeders are not allowed to catch pokemon right away. If they find a wild pokemon they want, they will have to convince it to stick around until they can find a breeding center who will certify it as a test pokemon. Every town except Dust Town has a breeding center, and they are all hidden away.
When you get to a new town, find the Gym Leader and ask them how to find the breeding center. Some Leaders require that you beat them in battle before they will give you the hint. When you decipher it and go in the right direction, you will encounter the mascot of the local breeding center who will lead you the rest of the way. You have to impress the Center Head in some method, and they will give you an egg, usually of the specialty type which matches the gym.
Every breeding center has legendary pokemon eggs in their HandOut Rotation. However, the rate at which these eggs appear depends on the difficulty of the breeding center and the most given rarity. For example, you are far more likely to get an Entei Egg from Inferno Breeding Center than you are a Raikou from Thunder Crash. This is not to say it is impossible to get a Raikou egg, but it is very difficult and you are far more likely to get a Raikou egg from an event than you are from Thunder Crash.

On VictorySeekers, we also employ a breeding system for characters who get their full certification. It's not as clear-cut as in the games. You can't just put two random pokemon together and poof there's an egg 30 seconds later. It's far more restrictive and complex than that.
First, only breeders can breed pokemon. This is because here at VictorySeekers, we actually CARE about our pokemon, and only Breeders have the proper training and education required to safely breed pokemon. If you do not have a breeder and want to breed your pokemon, you will have to take the pokemon to one, though you will have to pay for it. If you own a breeder and want to use them to breed your pokemon you can and it is free, but there is a lesser chance of getting what you want.
Breeders will need their own breeding center in order to breed pokemon, and they will need to construct appropriate habitats in which to keep and breed the pokemon in. They will also need one pokemon to keep for themselves to act as their partner in running the center. The pokemon must be capable of helping their breeder run the center by doing things from retrieving items to Protecting the center to signing forms and approving breeding requests. This is so that the pokemon can effectively run the center in the absence of the breeder.
Breeders have two jobs in their center: Breed pokemon for trainers and prepare unwanted pokemon for the wild. They can breed pokemon on their own time and raise them to serve different purposes, whether they go to a trainer, are kept for breeding, or given to other breeders.
Successful Breeding and Breeding Protocol
Chances of successful breeding are influenced by the following, provided that they are in the same egg group and are not genetically related:
The Pokemon are in the same evolutionary family The Pokemon are in the same evolutionary stage The Pokemon belong to different players *increased if different, decreased if the same* The Pokemon are in the same breeding rate category The Pokemon have the same traits *ie a shiny may have a shiny egg when partner is shiny*
If one egg is produced, it has to be claimed by the customer within 24 hours of being laid. If there is multiple eggs produced, the customer may only claim one egg and the rest are kept by the breeder. When 24 hours pass, the egg/s belongs to the breeder. Breeders may sell leftover eggs to other breeders or to other trainers for a price at their discretion (Professor Conifer and all the NPC's in the pokemon league cannot be customers). They have three days to sell the egg/s before it hatches. When it hatches, the breeder must keep it for at least a week and allow the parent/s to raise it for the wild, or raise it themselves if the parent/s reject the offspring. Seven days after hatching, the baby pokemon may be released into the wild or kept. If you keep it, you may trade/give it away to other players or to generic NPC's.

How to Breed and Obtain Breeding Pokemon
To breed two pokemon, first you have to post who your next parings to breed will be in your Breeding Center. Breeders may breed up to 3 pairs *6 pokemon* at once. You need to name who the pokemon is, who it belongs to *both IC and OOC* and you need to give the timestamp on when you put them up.
If you wish to breed with an NPC's pokemon, you will have to pay a fee depending on which breeder you ask and which pokemon you borrow. Only people who own breeders can ask to breed with NPC breeders. Most NPC's will ask to have one of the eggs produced if there is more than one.
Staff will run numbers and determine whether the breeding was successful, how many eggs there are, what is in each egg and whether they are shiny or not.
To obtain breeding pokemon without breeding it yourself, you can do one of three things:
You can forgo your grant after taking the final test and go into internship for seven days at a breeding center of your choice (except for Paradisia, if you wish to take an internship at Paradisia, you need a recommendation for it or score a 90 or higher on the License Test). Upon completing internship, which is unpaid in terms of money, you may select ONE of that breeding center's eggs to keep for yourself. A list of available eggs will be provided to you. You may do this as many times as you wish, but never in the same location, until you are ready to take your grant and open your breeding center.
You may also BUY eggs and baby pokemon from other breeders. The price will vary depending on the breeder you ask, as everyone has different prices for different pokemon. Breeders will provide you with a list of their available eggs and the prices for each egg.
You may also venture into the region and catch wild pokemon for breeding. Yes, you WILL get to use pokeballs now. But you first have to make sure your breeding center is in capable hands. You may select ONE pokemon you have obtained on your journey to act as your partner in running the breeding center. This partner CANNOT be changed at any time, so choose wisely. Once you have a partner selected, they CANNOT leave the center at any time.
